Some free tools I like to use.

colorcombos.com - to find and create color combos easier.
stripegenerator.com - to make striped backgrounds.
ajaxload.info - to create a loading bar/circle.
lucazappa.com/brilliantMaker/buttonImage.php - to make a 80x15 "brilliant" button like those common RSS buttons.
patterncooler.com - cool background pattern maker, or browse galleries to customize them. Just found this one, but it's a keeper!
simwebsol.com/ImageTool/ - simple logo creator.
