I'm sorry I missed answering you here.  Just in case other members are wondering.....you can request a free upgrade upon joining.  Use the contact link at the website.  The free upgrade comes with an email ad, a ptc ad, and a banner ad.  Each month.  You get this upgrade for free for a whole year.  But, if you want to use Paid To Promote, you have to pay for the upgrade.
